The Big Picture

With three weeks to go before the coordinated release of OpenStack 2026.2 "Hibiscus" on September 30, the community is deep in RC territory: cycle-with-rc projects are tagging RC1s, feature freeze has passed for teams like Manila, and the TC election closes September 16. Beneath the release rush, two governance debates dominated the week — Nova's controversial new nova-reviewers group and a cross-project push to formalize how projects define and retain core status.

Releases & Countdown

We are at R-2 for Hibiscus. Jeremy Stanley's release countdown for Sep 14–18 sets the near-term focus, and the TC's weekly summary confirms this is the week RC1s should be tagged for cycle-with-rc deliverables (TC summary). After RC1 lands, development branches begin tracking the 2027.1 "Indri" cycle.

Manila has passed feature freeze, and Goutham Pacha Ravi says no release-critical bugs are known; RC1s for manila and manila-ui are expected this week. Neutron's FFE for indirect floating IPs (LP 2072505) was approved and merged.

Security

Only one item of note: a proposal to formally end support for Victoria, Wallaby, Xena, and Yoga on Debian Bullseye in the Debian/security context is under discussion, with implementation details (webhook, archive size, bandwidth) still being sorted (thread). Operators still on those Debian-based combinations should take note.

Governance & Community

Nova reviewers group controversy. The most active thread of the week (17 messages) was René Ribaud's clarification on the newly-created nova-reviewers group. Ribaud, as Nova PTL, approved 988094 trusting that the underlying proposal (see 986141) had reached consensus among Nova cores — it hadn't. The group was created anyway, and during a TC discussion, frickler had to temporarily add TC members to bootstrap it before handing initial membership to the PTL. Ribaud has committed to not using the +2 rights it grants him and proposes running the reviewers/approvers split for a couple of cycles as a trial. Initial membership, ownership, add/remove process, and success criteria will be worked out at the PTG. (thread)

Documenting the path to core. Sean Mooney responded positively to Doug Goldstein (cardoe)'s proposal that projects be required to document how contributors become — and remain — core reviewers. Mooney notes Nova's wiki-based process is stale and could move directly into contributor docs, and says he'll adopt a tiered-contributor model in Cyborg this cycle, removing inactive members. Per the TC summary, cardoe intends to write this up as a cross-project goal, with Julia Kreger cautioning that documentation is only useful if paired with periodic (ideally automated) inactivity checks.

Tacker under scrutiny. The release team flagged three Tacker deliverables — tosca-parser, python-tackerclient, and tacker-horizon — with no merged changes this cycle and two final releases pushed through without PTL/liaison ack (tosca-parser, python-tackerclient). The TC has asked yasufum to designate a release liaison and to decide whether these deliverables move to independent release or retirement. (thread)

PTL appointments for the 2027.1 Indri cycle: Masahito Muroi (Masakari), Cyril Roelandt (Glance), and Wu Wenxiang (Skyline). Dmitry Tantsur endorsed adding Doug Goldstein (cardoe) to sdk-core. The service-types-authority and os-service-types core lists have been refreshed, dropping inactive maintainers (including the legacy api-sig-core group).

Development & Technical Decisions

Encrypted volumes format debate (Cinder/os-brick/Nova). melanie witt argues that Cinder creating a qcow2-with-LUKS-inside file as the initial backing image for encrypted volumes "feels like a bug" — it should create raw LUKS. os-brick currently reformats to raw LUKS anyway, and Nova could be taught to use raw LUKS as a LUKS-inside-qcow2 backing file. Her position: don't officially bless LUKS-inside-qcow2 as a backing format; standardize on raw LUKS. Referenced work-in-progress: 907961. (thread)

Kolla on Ubuntu 26.04. Aman Asrani opened planning for Ubuntu 26.04 (Resolute) Kolla images, motivated by a concrete pain point: Ubuntu Noble's QEMU 8.2.2 is missing an upstream fix (commit 4af976ef398e) that removes a blocking rbd_read() from .bdrv_get_specific_info(). On Ceph/RBD guests under QoS, virsh domstats --block was measured taking 60+ seconds while the guest hung, versus ~0.15s with the fix backported. Upstream stable-8.2 is closed, so the fix cannot arrive in a new 8.2 release. See LP 2166503. Kolla plans discussion at the team meeting.

Masakari backport disagreement. Takashi Kajinami opposes backporting commit 1850c050e, arguing it introduces a new option and behavior, and that setting up a coordination backend is the more complete solution than randomized delays.

Operator Reports & Help Wanted

• Horizon Epoxy → Gazpacho upgrade broken on Ubuntu Noble — Eugen Block reports 404s on /static/dashboard/* assets after upgrading via gazpacho-proposed, plus wsgi-migration failures requiring repeated apt --fix-broken. (thread)
• Manila DHSS=true share-server upgrades — Benedikt Trefzer is looking for the right way to upgrade the VMs backing DHSS share servers; openstack server rebuild swaps the image but doesn't re-provision existing shares. No answers yet.
• Nova block-device serial rejected on RHOSO 18.0 — a user reports --block-device rejecting bus and serial keys ("Invalid keys bus, serial specified") on 18.0.17.
• Dell Cinder driver patches — Prasant Padhi (Dell) is asking for review attention on 8 open Cinder patches, two flagged as time-sensitive customer requirements (993565, 971952).
• Glance User-Agent override — Kevin Honka is trying to unstick 972507, stalled for ~6 months.
• Neutron bug deputy report (week of Aug 31) — Slawek Kaplonski flags one critical and several high-severity bugs still needing assignment, including intermittent traffic loss on ML2/OVS agent restart (LP 2166018) and port list 500s on unbound ports with QoS (LP 2166602). Volunteers welcome.
