Driver work. The FPGA programming path now routes through GenericDriver.update() as its programming interface, replacing an ad-hoc hook on the FPGA driver side (991598). It's a small diff but a directional change for how accelerator drivers expose reprogramming to the agent.

API surface. The device profile POST endpoint now rejects groups that lack a resources: key, closing a validation gap that previously allowed malformed profiles to be stored. The fix landed on master and was backported across three stable branches so clusters on older releases get the same input validation.

Stability and tooling. A packaging fix ensuring upper-constraints is actually applied to package dependencies was propagated widely — master plus four stable backports — bringing the whole set of maintained branches back in line with the global constraints policy. On the DevStack side, a redundant is_service_enabled check was dropped from the plugin to simplify the install flow.
