OVN consolidation. The standalone OVN Metadata agent was removed, deleting roughly 1,500 lines in favor of the unified metadata path (998787). A new OVN maintenance task to clean stale DNS entries landed on master and was backported to two stable branches, and OVN gained ip_substring_filtering API extension support. A revert restored the AddressScope.shared field that had been dropped earlier in the cycle.

BGP and EVPN. Peer-to-peer flows now run on the Interconnect Bridge, and the EVPN FSM got a minor refactor. EVPN routers always redistribute static routes, non-EVPN HA chassis groups are preserved during db-sync repair, the vxlan parent setting was removed, and BGP peer-NIC lookup now uses NIC types. The experimental EVPN job was pinned to OVN branch-26.03.

Stability and drivers. A trio of backports keeps allocated VLAN registers when purging a physical network. OVN functional jobs no longer hang on OVSDB IDL fd leaks, stale flow deletion at ovs-agent startup is avoided, DHCP-ready ports without provisioning blocks are no longer re-ACTIVE'd, QoS handles missing port bindings in resource requests, and privileged SVD operations are now idempotent. The iptables wrapper now relies on iptables-restore -w instead of an oslo lock, and the ovs_create_tap options were dropped.

API and tooling. A create_agent:ha_chassis_priority policy was added, OpenTelemetry tracing middleware landed, and DhcpLocalProcess can set its service name. Elsewhere: 2027.1 runtime job updates, Python 3.14 declared, and translations imported.
