ML2 segment handling. The headline change reworks how segment IDs are derived, pulling them from networksegments and dropping ~1,100 net lines of older plumbing (1007849). Follow-ups in the same area keep duplicate segment inserts retriable and remove the old TypeDriver backward-compat shim.

OVN backend. Several reliability fixes landed in the OVN driver: NB/SB deadlocks on chassis updates are avoided, Logical_Switch_Port commands become idempotent at run_idl time, and a long-standing path that could create a duplicated Logical_Switch is closed. The _get_ovsdb_helper retry backoff cap drops to 5s, a flaky test_live_migration_waits_for_nb_cfg is stabilized, and the DOCA datapath now gets metadata checksums filled in. On the OVSDB client side, manager options are now read lazily when they're actually used (landed on master and backported).

API surface. A new policy change restricts access_as_external RBAC entries to admins.

Agent state. DHCP and L3 agents now report pending updates in their state reports, giving the server better visibility into agent backlog.

Elsewhere. A CentOS 10 Stream zswap job is temporarily disabled, a reno update for unmaintained/2025.1 lands, and a test fixture mutation bug is corrected by copying the class-level network segment range before touching it.
