Cell database concurrency. The headline change replaces the shared lock in CellDatabases with thread-local cell routing, landing on master and as a backport for a combined ~430 lines of churn across the primary patch and its sibling. The rework targets contention in the cell-targeting machinery that serializes database access per thread rather than globally.

Compute and volume fixes. Volume detach now calls the Cinder detach-rollback API when the detach itself fails, closing a gap where volumes could be left in an inconsistent state. Live migration gained a pre-check on volume status to reject migrations with volumes in bad states up front. On the bare-metal side, ironic instance rebuild was fixed for ironic API version 2.93 and newer.

Graceful shutdown docs. The known-issue note for graceful shutdown was expanded to cover the resize case as well, landing on master and a stable branch, with a follow-up correcting the release note section on both.

Tooling. The upper-bound Python version job was moved, pyroute2 was added to doc dependencies, and an earlier RC1-unblocking tox tweak was reverted now that it's no longer needed.
