Libvirt driver. The libvirt backend got two targeted adjustments: virtio-fs support is now reported only for the qemu/kvm virt_type, and a redundant version check for remote-managed ports was removed (shedding 46 lines of now-dead gating).

Stability and tests. A crash in init_host under native threading was fixed, and a reproducer landed for bug #2164869 (#1006717) to pin down a yet-unresolved issue. A test-side fix ensures the shutdown thread is properly awaited, and a deprecated sqlalchemy.orm.noload call was replaced ahead of the SQLAlchemy churn.

Maintenance. Translations were re-imported from Zanata, a stale test for the local ServiceAuthTokenWrapper was dropped, and the "Make tox cover non voting to unblock RC1" workaround was reverted now that it's no longer needed.
