Listener and validation fixes. The bulk of the week's work tightened listener handling in the UI. Port collision validation for L4 protocols was fixed, a bug where listener protocols disappeared from the dropdown was patched, and the create flow learned a new Prometheus listener option. Policy layer-level names were also normalized to uppercase.

Subnet lookups and UI polish. Calls to getSubnets were corrected across the dashboard, and the Pool Details view got a small CSS fix to wrap long TLS cipher strings instead of overflowing the panel.

Backports. Most of the above landed as paired changes targeting a stable branch alongside master, accounting for roughly half of the eleven merges.
