Agent-conditional configuration. The bulk of the week reshapes neutron.conf templating so scheduler and agent-specific options only render when the matching agents are actually deployed. L3 and DHCP scheduling options are now gated on agent presence, scheduler drivers are defined exactly once, and DHCP agent configuration blocks only appear when DHCP agents exist — a change backported across three stable branches. A readability pass on the conf-file conditions underpins the series.

OVN alignment. With the agent gating in place, traditional DHCP is explicitly disabled for OVN deployments, and a TypeError in the DHCP agent template on ml2.ovn setups with no DHCP agents is fixed via 1008344. The ovn-bgp-agent rootwrap configuration is dropped, with the removal also backported.

Stability and docs. The neutron-l3 cleanup handler gains pipefail so masked failures in piped commands are caught, and the policy-overrides documentation is clarified.
