Placement coverage. The dominant thread was a build-out of the placement service proxy, adding support for allocations, resource provider allocations, allocation candidates, usages, bulk allocation creation, bulk update/delete of resource provider inventories, and deletion of resource provider traits. Alongside the new surface, trait create/exists was fixed and empty commits on resource classes are now allowed. Together these land roughly 1,900 lines of new placement functionality across nine changes.

Proxy and connection lifecycle. A large refactor grouped proxy methods for readability (~700 lines touched). Connection resources are now cleaned up on garbage collection, and the previous atexit handler was replaced with weakref.finalize. Several deprecation timelines were bumped forward for legacy proxy/cloud methods, the CloudConfig class, the deprecated cloud filter kwarg, and passing dicts to cloud APIs. The config layer also stopped ignoring .0 microversions.

Driver and service fixes. The accelerator resource gained a device status field with enable/disable support, and heat stack queries had their tag parameters corrected.

Docs and CI. New proxy and auth plugin guides landed along with several missing service guides and resolution of long-standing shade TODOs. On the CI side, unused Zuul jobs were pruned and openstacksdk-functional-devstack-networking-ext was made voting.
