Charm features. The biggest single change enables snapd parallel instances on all nodes in the sunbeam-machine charm (~800 lines of churn). The ovn-central-k8s charm gained a configurable OVSDB election timer, closing a long-standing gap for operators tuning clustered OVSDB behavior under load (1011476). On the workload side, masakari-k8s now exposes the process-all-instances option, and neutron-k8s learned to render the [placement] section for network segment aggregates — both landed on master plus two stable branches each.

Fixes and consolidation. A tempest config fix skips QoS policy tag tests when running against pre-2.11 Neutron plugins, avoiding spurious failures. A small refactor migrates ironic-k8s and manila-k8s onto the consolidated rocks images, continuing the ongoing image-unification effort.

Backports dominated the week: six of the ten merges were the masakari and neutron features propagated to stable branches.
