UI polish. The dashboard's database detail view got several small but user-visible corrections: instance status is now translated in the detail overview, the delete confirmation dialog no longer shows an empty instance name on the detail page, and a handful of user-facing phrases were reworded for accuracy. A capability label was also updated from "Maria" to "MariaDB".

Logging and cleanup. Direct oslo.log usage was replaced across the codebase, aligning the dashboard with Horizon's logging conventions. Alongside this, manage.py was fixed for the default case and its Python shebang corrected.

Tooling and CI. The legacy run_tests.sh was removed (~770 lines gone), and tox.ini shed a redundant VIRTUAL_ENV injection and an install_command override. Requirements gained license metadata and hacking was bumped. Two Zanata translation imports account for the bulk of the week's churn, trimming roughly 1,400 lines of stale message catalog entries.
