Audit scope and strategy correctness. The largest functional fix forces strategies to actually honor audit scope exclusions, so instances or hosts excluded by the audit's scope definition are no longer silently considered by optimization strategies (1008783). A smaller but related fix stops instantiating GrafanaHelper unconditionally, avoiding setup cost and errors when the Grafana data source isn't in play.

API surface. The middleware layer stops double-encoding JSON error bodies, so clients now receive a single, properly-formed JSON payload for error responses instead of a string-wrapped blob. On the cleanup side, the deprecated WSGI scripts have been removed, leaving the module-based WSGI entry point as the only supported deployment path.

Tooling and CI. Four parallel changes rename the multinode base job to three-node and switch it onto the three-node nodeset, aligning Watcher's gate jobs with the underlying infra naming. Docs builds were also made reproducible, and a Zanata translation import landed.
